Introduction

This preliminary design statement accompanies the preapplication submission for the construction of apartments at the site bounded by Highcross Street, Great Central Street and All Saints Open in the Waterside area of the City of Leicester.

The document seeks to establish principles of scale and massing for the development, appropriate to the site and surrounding area based on local and national planning and urban design guidance.

The proposed development site is located within Leicester Waterside, for which the City has prepared a Supplementary Planning Document (SPD), and All Saints’ Conservation Area.

The proposal involves the clearance of a derelict and vacant site and the construction of 70 new apartments with associated car and cycle parking and other amenities.

Because it is understood that the area is part of an urban transformation, this report considers the proposal site in its current context but also in the context of future development of surrounding sites and infrastructure.
